In their legally skimpy subchapter A Tale of Two Constitutions, Acemoglu & Robinson hit the nail squarely on the head, explaining the dramatic economic differences wrought by the U.S. Constitution versus the chaotic and frequent political turmoil in Mexican history, 52 presidents of Mexico between 1824 and 1867 and the resulting Mexican poverty. In the subchapter The End of the Southern Extraction how the inclusiveness wrought by the Civil Rights Movement, Civil Rights and Voting Rights Acts and federal courts improved economic conditions by eliminating the extractive and exclusive Jim Crow laws. These authors might have waxed eloquent about how multiple amendments to the U.S. Constitution enhanced American inclusiveness, and how the Constitution itself is a roadmap to national prosperity, but preferred their own economic studies and academic friends over the few Supreme Court cases they mention. Another great book saying about the same thing as Acemoglu & Robinson is The Rise and Fall of Nations – Forces of Change in the Post-Crisis World (2016) by Ruchir Sharma, chief global strategist for a huge investment broker. Sharma traveled the world investigating the investment climates in numerous emerging nations, talked to political and economic leaders and analyzed economic growth in detail. Sharma looks at the shorter term, focusing upon recoveries after the 2008- 2009 Financial Crisis. Sharma the eyewitness and investigator found that emerging markets typically have growth spurts after economic reforms, but that eventually most decline after leaders are corrupted, term limits exceeded, debts accumulated, reformers enriched and the national economy slowed. Sharma’s greatest claim to prestige is his 2010 truthful criticism of Russia’s economy on live Russian TV in the presence of Vladimir Putin … shortly followed by pressure to leave Russia immediately.
